Lloyd, the film you are looking for is BUCK PRIVATES COME HOME (Universal-International, 1947.) It was readily available on MCA Home Video, but may be out-of-print now. Try a good video catalog (Movies Unlimited) or eBay.

P.S. That race car sequence was available for many years in 8mm/16mm as MIDGET CAR MANIACS, and was distributed by Castle Films.
